Jumping down is harder on a dog than jumping up, because the impact travels through the front legs and spine. Ramps matter most for long-backed breeds like dachshunds and corgis, dogs recovering from surgery, and seniors losing strength in their back legs. Check the incline and the weight rating, and pick a non-slip surface. Steps work where a ramp will not fit.
